Speech therapist teacher
1. General Provisions
1.1. This instruction has been compiled in accordance with the Order of the Ministry of Health and Social Development of the Russian Federation dated August 26, 2010. No. 761n. “On approval of the Unified Qualification Directory of positions for managers, specialists and employees, section “Qualification characteristics of positions for education workers.”
1.2. A speech therapist teacher belongs to the category of pedagogical workers.
1.3. A person is appointed to the position of speech therapist teacher:
-has a higher professional education in the field of defectology without presenting requirements for work experience;
- does not have or has not had a criminal record, has not been or has not been subject to criminal prosecution (with the exception of persons against whom criminal prosecution has been terminated on rehabilitative grounds) for crimes against life and health, freedom, honor and dignity of the individual (with the exception of illegal placement in a psychiatric hospital, slander and insults), sexual integrity and sexual freedom of the individual, against family and minors, public health and public morality, the foundations of the constitutional system and state security, as well as against public safety (part two of Article 331 of the Labor Code of the Russian Federation);
- does not have an unexpunged or outstanding conviction for intentional grave and especially grave crimes (part two of article 331 of the Labor Code of the Russian Federation);
- not recognized as incompetent in the manner prescribed by federal law (part two of article 331 of the Labor Code of the Russian Federation);
- does not have diseases included in the list approved by the federal executive body exercising the functions of developing state policy and legal regulation in the field of healthcare (part two of Article 331 of the Labor Code of the Russian Federation).
1.4. This job description defines the functional duties, rights and responsibilities of a speech therapist teacher.
1.5. Appointment to a position and dismissal from it are made by order of the director of the technical school on the recommendation of the deputy director of the SD.
1.6. A speech therapist teacher should know:
-Federal Law “On Education in the Russian Federation” dated December 29, 2012 No. 273-FZ;
— labor legislation;
-Convention on the Rights of the Child;
— laws and other regulatory legal acts regulating educational, physical education and sports activities;
-priority directions for the development of the educational system of the Russian Federation;
— developmental and special pedagogy and psychology;
— anatomical, physiological and clinical foundations of defectology;
— methods and techniques for preventing and correcting deviations in the development of students and pupils;
— normative and methodological documents on issues of professional and practical activity;
— program and methodological literature on working with students and pupils with developmental disabilities;
— the latest achievements of defectological and pedagogical sciences; labor protection and fire safety regulations; theory and methods of managing educational systems;
— modern pedagogical technologies for productive, differentiated, developmental education, implementation of a competency-based approach;
- methods of persuasion, argumentation of one’s position, establishing contacts with students, pupils of different ages, their parents (persons replacing them), work colleagues;
— technologies for diagnosing the causes of conflict situations, their prevention and resolution;
— fundamentals of ecology, economics, sociology;
— basics of working with text editors, spreadsheets, email and browsers, multimedia equipment;
— Internal labor regulations of the technical school;
— labor protection and fire safety rules.
1.7. A speech therapist teacher is guided in his activities by:
-The Constitution of the Russian Federation;
-Civil, labor, administrative codes of the Russian Federation;
-Federal Law “On Education in the Russian Federation of December 29, 2012 No. 273-FZ;
-Charter and local legal acts of MGTT and P (including Internal Labor Regulations, Employment Contract);
-Model regulations on a general education institution (Decree of the Government of the Russian Federation dated March 19, 2001 No. 196 with amendments and additions);

1.8. The speech therapist teacher reports to the deputy director for SD.
1.9. During the absence of a speech therapist teacher (vacation, illness, business trip, etc.), his duties are performed by a person appointed by order of the director of the technical school. This person acquires the corresponding rights and is responsible for the proper performance of the duties assigned to him.
2. Functions
2.1. Carrying out work aimed at maximizing the correction of developmental deficiencies in students with developmental disorders.
2.2. Carrying out an examination of students, determining the structure and severity of their developmental disorder.
2.3. Formation of groups for classes taking into account the psychophysical state of students.
2.4. Conducting group and individual classes to correct developmental deficiencies and restore impaired functions.
3. Job responsibilities
The speech therapist performs the following duties:
3.1. Carries out work aimed at maximizing the correction of developmental deficiencies in students with developmental disorders.
3.2. Conducts examinations of students and pupils, determines the structure and severity of their developmental disorders.
3.3. Assembles groups for classes taking into account the psychophysical state of students.
3.4. Conducts group and individual classes to correct developmental deficiencies and restore impaired functions.
3.5. Works closely with teachers, educators and other educational staff, attends classes and lessons.
3.6. Consults teaching staff and parents (persons replacing them) on the use of special methods and techniques to assist children with disabilities.
3.7. Maintains necessary documentation.
3.8. Promotes the formation of a general personal culture, socialization, informed choice and mastery of professional programs.
3.9. Implements educational programs.
3.10. Assembles groups for classes taking into account the psychophysical state of students.
3.11. Studies individual characteristics, abilities, interests and inclinations of students in order to create conditions to ensure their development in accordance with age norms, the growth of their cognitive motivation and the formation of educational independence, the formation of competencies, using a variety of forms, techniques, methods and means of teaching, modern educational technologies , including information as well as digital educational resources, ensuring the level of training of students that meets the requirements of the federal state educational standard, federal state requirements.
3.12. Conducts training sessions based on achievements in the field of methodological, pedagogical and psychological sciences, developmental psychology and school hygiene, as well as modern information technologies.
3.13. Respects the rights and freedoms of students, ensures the protection of life and health of students during the educational process.
3.14. Participates in the work of pedagogical, methodological councils, other forms of methodological work, in the work of holding parent meetings, recreational, educational and other events provided for by the educational program, in organizing and conducting methodological and advisory assistance to parents (persons replacing them).
3.15. He undergoes periodic free medical examinations.
3.16. Complies with labor protection and fire safety regulations.
3.17. Performs other assignments of the technical school management that are not included in this job description, but arise in connection with production needs.
4. Rights
A speech therapist teacher has the right:
4.1. Get acquainted with draft decisions of the technical school management concerning its activities. 4.2. Make proposals for improving work related to the responsibilities provided for in these instructions. 4.3. Within the limits of your competence, inform your immediate supervisor about all shortcomings in activities identified in the process of carrying out your official duties and make proposals for their elimination. 4.4. Request, with the consent of the immediate supervisor or director of the technical school, from the technical school departments, individual specialists and managers, any information and documents necessary to fulfill his official duties. 4.5. Involve specialists from all (individual) structural divisions in solving the tasks assigned to it. 4.6. Demand that the management of the technical school provide assistance in the performance of their official duties and rights.
4.7. To protect rights and interests, professional honor and dignity. His rights can be protected legally, socially and morally.
4.8. Improve your qualifications.
4.9. Be certified on a voluntary basis for the appropriate qualification category and receive it in case of successful certification.
4.10. Actively protect the interests of the child if they are violated by any of the persons responsible for his education and upbringing.
5. Responsibility
The speech therapist teacher is responsible for:
5.1. For improper performance or failure to fulfill one’s job duties as provided for in this job description - within the limits determined by the current labor legislation of the Russian Federation. 5.2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of the Russian Federation. 5.3. For causing material damage - within the limits determined by the current labor and civil legislation of the Russian Federation.
5.4. For the use, including one-time use, of educational methods associated with physical and (or) mental violence against the student’s personality, as well as the commission of another immoral offense - within the limits determined by the current labor legislation and the Federal Law “On Education in the Russian Federation”.
5.5. For violation of fire safety rules, labor protection, sanitary and hygienic rules for organizing the educational process, within the limits determined by the administrative legislation of the Russian Federation.
5.6. For improper execution and non-fulfillment of orders, instructions, instructions of the technical school management, not included in this job description, but arising in connection with production necessity in accordance with the current legislation of the Russian Federation: comments, reprimand, dismissal. 6. Interactions Teacher speech therapist: 6.1. Works according to a schedule based on a 20-hour work week and approved by the director of the technical school. 6.2. Receives from the Deputy Director for Academic Affairs information of a regulatory, organizational and methodological nature on the content of the educational process, and other documents regulating educational activities. 6.3. Submits a written report on his activities to the Deputy Director for Academic Affairs. 6.4. Systematically exchanges information on issues within its competence with teachers, educators and other teaching staff. 6.5. Transfers information received at meetings and seminars to the Deputy Director for Academic Affairs immediately after receiving it. | |||||
III. Speech therapist's rights
The speech therapist has the right: 1. To get acquainted with the draft decisions of the management of the institution concerning its activities. 2. On issues within his competence, submit for consideration to the management of the institution proposals to improve the activities of the institution and improve working methods; comments on the activities of the institution’s employees; options for eliminating existing shortcomings in the institution’s activities. 3. Request personally or on behalf of the management of the institution from structural divisions and other specialists information and documents necessary to fulfill his official duties. 4. Involve specialists from all (separate) structural units in solving the tasks assigned to it (if this is provided for by the regulations on structural units, if not, then with the permission of the head of the institution). 5. Demand that the management of the institution provide assistance in the performance of his official duties and rights.
IV. Responsibility of the Speech Pathologist
The speech therapist is responsible: 1. For improper performance or failure to fulfill his job duties provided for in this job description - within the limits determined by the current labor legislation of the Russian Federation. 2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of the Russian Federation. 3. For causing material damage - within the limits determined by the current labor and civil legislation of the Russian Federation.
